Then the grower should get taxed per plant and be required to have a license to grow. The catch is...the homegrown can't be sold. It'll take out the criminal aspect because why would I buy it if I can grow it! Of course the stuff could be given away, say to a neighbor or something so long as their over say 25 years old or something like that. Now they can tax pot, money talks. They can not afford all the pot heads in prison.
