			<content:encoded><![CDATA[<p><a href="http://blog.norml.org/wp-content/uploads/2011/10/Screen-shot-2011-10-17-at-2.57.26-PM.png"><img class="alignleft size-medium wp-image-7312" title="Lets Be Honest" src="http://blog.norml.org/wp-content/uploads/2011/10/Screen-shot-2011-10-17-at-2.57.26-PM-231x300.png" alt="" width="231" height="300" /></a>Last week, the White House launched the next in its long line of social media engagement initiatives, this one entitled &#8220;<a href="http://www.youtube.com/whitehouse">Your Interview With the President</a>.&#8221; The concept was simple, anyone could upload their question to the President on YouTube, others would vote on them, and the highest rated ones would be posed to the Commander in Chief in a Google+ Hangout on January 30th.</p>
<p>This seemed to be a logical opportunity to ask the administration about marijuana legalization. Last Tuesday, I posted NORML&#8217;s question to the White House <a href="http://www.youtube.com/whitehouse">YouTube</a> page for consideration. We asked, &#8220;With over 850,000 Americans arrested in 2010, on marijuana charges alone, and tens of billions of tax dollars being spent locking up marijuana users, isn&#8217;t it time to regulate and tax marijuana?&#8221;</p>
<p>The reception was overwhelmingly positive, in just several hours the question received over 4,000 &#8220;thumbs up&#8221; votes and was one of, if not the, most popular question on the service. Then a peculiar thing happened, the question was removed. After becoming the most positively voted upon question in less than a day, the White House removed the question, deeming it &#8220;<a href="http://blog.norml.org/2012/01/24/president-obamas-youtube-forum-deems-marijuana-legalization-questions-inappropriate/">inappropriate</a>.&#8221;</p>
<p>We informed our audience of the censorship and encouraged them to engage the White House on their own, using our question or a one of their own choosing. Over the next several days the program was inundated with marijuana law reform questions. At first, many met the same fate as our original question and were removed from the site. It seems our persistence ended up paying off and the page administrator finally gave up trying to censor the incoming questions and most marijuana inquiries have remained up since.</p>
<p>Voting closed last night at midnight and I made some rough calculations of the final results to see how we performed. Of the top 160 questions asked, marijuana reform questions accounted for 105 of them. Reposts of our question brought in an estimated 17,524 up-votes in addition to the 4,028 the original received before being removed. Combined, that is over 21,000 votes for one question, which is 5 times as many votes as any other question on the page. The 105 marijuana reform questions in the top 160 brought in over 74,000 votes, dwarfing any other topic. Our friends at LEAP posted a <a href="http://www.youtube.com/watch?v=J0IpiATxdR4">question</a> as well and it ended as one of the top rated questions. <p>Now, we wait. &#8220;Your Interview With the President&#8221; is scheduled to take place tomorrow, January 30th. Considering this is the same individual who previously stated that, &#8220;<a href="http://latimesblogs.latimes.com/washington/2008/02/oops-obama-was.html">we need to rethink and decriminalize our marijuana laws</a>&#8221; and that legalization is a &#8220;<a href="http://healthland.time.com/2011/01/28/president-obama-calls-drug-legalization-legitimate-topic-for-debate/">perfectly legitimate topic for debate</a>,&#8221; maybe he will take this opportunity to address the issue seriously for once. In an election year, this could go a long way towards winning back those who feel disenfranchised with the administration over a perceived lack of progress on the issue and amped up raids on medical programs in states such as California and Colorado.</p>

<p>The Fall of 2011 saw a major increase in reach and support from around the country and the world. The Alliance is now active on three continents and in five countries. The Facebook page has more than 20,000 followers and reaches over 65,000 people a week. Over 15,000 supporters have signed up for our email list and almost 1,000 have signed up to volunteer.</p>
<p>The NORML Women’s Alliance/SSDP Sister-to-Sister program has matched almost 500 women. While the NORML Women’s Alliance is still in its infancy (the program is barely 2 years old), it is evolving quickly into an effective platform (and forum) for women to speak out and support marijuana legalization. It’s a very exciting time to be a woman in the marijuana law reform movement.</p>

<h5>[Fact: Drugs are pervasive in our society and, one way or another, adolescents will be exposed to mind-altering substances.]</h5>

<p>It is an unmistakable reality that a significant number of high school students will try marijuana.  According to the recent <a href="http://monitoringthefuture.org/data/11data/pr11t2.pdf">2011 Monitoring the Future Survey</a>, nearly 40 percent of all high school seniors admit to having smoked marijuana in the past year – a percentage that has held relatively stable since the study’s inception over 35 years ago.</p>
<p>Some want to use this fact as a justification to deny any opportunity to rationally discuss marijuana, its use, and its risks with children in an open and honest manner.  They think that saying anything about marijuana other than encouraging its total abstinence is condoning its use.  This couldn’t be further from the truth.</p>
<p>When society teaches sex education, are we suggesting that all the teenagers go out and engage in sexual intercourse? No.  Rather, it is an acknowledgement that the best way to reduce the negative effects associated with sex (unwanted pregnancy, STD’s, etc) is through honest, objective information that allow people to understand their options and provides them with the tools they need to make informed decisions.</p>
<p>When we talk to teenagers about the dangers of drinking and driving, are we condoning alcohol use among minors?  No, of course not.  It is, however, a reality that many adolescents will a) likely consume alcohol as seniors in high school and b) have access to a car. Yes, we encourage students not to drink. But, we urge them specifically not to drink and drive.</p>
<p>We can all agree that teens should not smoke pot, or be using any mind-altering substances. Those are important, developmental years. Still, teens should be <a href="http://norml.org/about/intro/item/principles-of-responsible-cannabis-use-3">educated</a> regarding how smoking marijuana can affect their body’s development specifically, how to reduce any harms associated with its use, and to distinguish between use and abuse. There should be honest, truthful drug education.</p>
<p>As Kristen Gwynne states in her <a href="http://www.alternet.org/drugs/153498/study:_why_teen_pot_smoking_could_be_a_good_thing_(and_what_we_can_learn_from_teens_who_choose_weed_over_beer)?page=entire">AlterNet</a> article, “Give young people accurate information, and they will use it to make better decisions that result in less harm to themselves, because teens, like everybody else, do not actually want to get hurt or become addicts.”</p>
<p>She goes on to say, “Giving students honest information about drugs [will]&#8230;increase the odds that they will use drugs safely, and reduce the likelihood of experiencing the [relative] harms associated with [it].”</p>
<p>By contrast, the Drug Czar and federal law advocates for complete prohibition, limited information explaining the real effects of marijuana and condemning any opportunity, as Gwynne states, to provide “education that helps teens understand their health options, and ways of reducing the harm of drugs.” When it comes to our children, like everything else we teach in school for development and behavioral growth, drug education should be based in reality, not a denial of it.</p>

The Drug War machine kicked into high gear starting in October when the <a href="http://www.forbes.com/sites/kellyphillipserb/2011/10/06/irs-just-says-no-to-medical-marijuana-deductions/">IRS</a> began applying an obscure part of the US tax code, meant to target drug cartels, against medical dispensaries in attempts to shut them down. The Bureau of Alcohol, Tobacco and Firearms <a href="http://blog.norml.org/2011/10/08/feds-keep-fooling-around-with-medical-marijuana-full-cannabis-legalization-or-bust/">joined</a> in the fight when it issued a heavy handed one page memo to every gun and ammunition dealer nationwide informing them that they must, by law, deny sales to lawful medical cannabis patients.&nbsp;</p>

<p class="p1">The hammer really fell when the US Attorneys for the four federal districts in California formally <a href="http://blog.norml.org/2011/10/07/federal-government-announces-escalation-of-its-war-on-cannabis/">announced</a> a crackdown on medical marijuana dispensing operations and began issuing memos threatening operators and landlords of these properties. Threats were even <a href="http://blog.norml.org/2011/10/14/latest-casualty-in-obamas-war-on-pot-first-amendment/">waged</a> against news publications who ran advertisements for medical marijuana businesses. All of this in an environment where over 70% of Americans support medical use of cannabis, the country&#8217;s largest physicians group <a href="http://blog.norml.org/2011/10/17/californias-largest-physicans-group-calls-for-full-legalization/">endorsed</a> full legalization, and at least four governors are <a href="http://blog.norml.org/2011/11/30/breaking-news-two-governors-petition-federal-government-to-allow-for-medical-marijuana/">petitioning</a> the DEA to reclassify marijuana based on overwhelming evidence of its medicinal value. Unfortunately, It doesn&#8217;t appear an end is in sight as new <a href="http://blog.norml.org/2011/12/14/the-next-state-in-the-federal-governments-crosshairs-is-colorado/">threats</a> of intervention are looming in Colorado.&nbsp;</p>

<p>From the majestic redwoods of Humboldt county to the glitz and glamour of Hollywood, the <a href="http://www.norml.org/women">NORML Women’s Alliance</a>’s Sabrina Fendrick, Kyndra Miller, Melissa Sanchez and I toured almost the entire Sunshine State for nine days prior to Thanksgiving to rally our sisters and brothers in preparation for what will be a mighty 2012 for us all in drug policy reform.</p>
<p>The tour began at a beach-side co-op in the company of our NORML Women’s Alliance colleague Annarae Grabstein of Steep Hill Lab. We enjoyed a brainstorming session and sunset barbecue, then prepared for the incredibly scenic drive north up to Humboldt county the next day to attend 707 Cannabis College’s Hempfest event at the Mateel Community Center in Garberville.</p>

<p>The panel was moderated by Terri Klemetson, News Coordinator for Redwood Community News (KMUD). Speaking were the esteemed Paul Gallegos, Humboldt County District Attorney; Mark Lovelace, Humboldt County Supervisor; Dan Rush, Director of the Medical Cannabis and Hemp Division of <a href="http://www.ufcw.org/press_room/index.cfm?pressReleaseID=566">United Food and Commercial Workers International Union</a>; Matt Witemyre, Chief of Staff at Medi-Cone; Alexis Wilson-Briggs, Esq., Criminal Defense Attorney/Pier 5 Law Offices and recently named San Francisco and Sacramento NORML Women’s Alliance Community Leader; Samantha Miller, President-Chief Scientist at Pure Analytics, LLC; and Paul J. Von Hartmann, Cannabis Scholar and Biodynamic Agriculturist.</p>
<p>The panel was very lively, and at times heated, with Wilson Briggs asking for clarification from D.A. Gallegos on many different topics, most specifically regarding enforcement tactics, difficulties reconciling state law versus the federal stance on cannabis and protecting local citizens. Overall, the energy was receptive, friendly and informative. Citizens addressed the panelists at the culmination of the event and what was most enlightening to us was how open and honest the farmers were with officials, genuinely wanting to work with the system, be respected in their industry by the government and have best practices so that they may do clean as well as successful business.</p>
<p>Afterward, we were treated to a tour of <a href="http://www.cannabiscollege.com/">707 Cannabis College</a> with Kellie Dodds, Pearl Moon and Donna King. 707 is located in the heart of the “Emerald Triangle” where, “the highest quality education in the health benefits of appropriate cannabis use, sustainable cannabis horticulture and evolving cannabis law” is provided. We were delighted to see that the NORML Women’s Alliance has a huge presence at 707 with a permanent education access table, lots of enthusiasm and solidarity.</p>
<p>The next day, before heading to our evening fundraiser and screening of <a href="http://norml.org/shop#dvds">“A NORML Life”</a> in San Francisco, we spent the day at the historic <a href="http://www.pier5law.com/">Pier 5 Law offices</a> of Tony Serra, where NWA’s Kyndra Miller, Esq. has an office. Pier 5 has a long history of defending human rights and is an environment that has a strong female presence. While we were nearing the end of our workday, we were treated to a visit from the humble and sweet, Mr. Clint Werner. He stopped by with his amazing book “Marijuana: Gateway to Health”, a new release.</p>

<p>At the screening of Rod Pitman’s, “A NORML Life”, many NORML principals are featured in the film including Members of the Board: Dale Gieringer, Madeline Martinez, George Rohrbacher, William Panzer, Esq., Allen St. Pierre, and Keith Stroup . Tonya Davis, winner of NORML’s Pauline Sabin Award (In Honor Of And Recognition For The Crucial Need And Importance Of Women Leadership In Ending Marijuana Prohibition) was prominently featured in an inspiring narrative. Also in the house was Lynette Shaw (Marin Alliance for Medical Marijuana), Paul Armentano (Deputy Director NORML) who gave a rousing speech in support of the NWA, Ellen Komp (CANORML), Jack Rikess (Toke of the Town), NORML Attorney Matt Kumin, actress <a href="http://heatherdonahue.com/">Heather Donahue</a> of the Blair Witch Project, and many others at the forefront of reform in California. Executive Producer of the film, Mr. Pitman, gave a very entertaining free form Q&amp;A session after the screening. The event was hosted by NORML Board member Richard Wolfe and his terrific assistant, Grynn. Catering was provided by the lovely Caitlin Martens.</p>
<p>The next day, we headed south to Los Angeles and the Hollywood Hills for our fundraiser, A Cause to Laugh, at <a href="http://thecomedyunion.com/">The Comedy Union</a> in Los Angeles. The event was hosted by Brooks Colyar and comedienne Simply Cookie emceed. In the house was Co-Founder and Director of <a href="https://www.facebook.com/pages/Unconventional-Foundation-for-Autism/144423388929886">Unconventional Foundation for Autism</a>, Ms. Mieko Hester-Perez, well known also as Joey’s Mom. We want to thank everyone who participated in making this event amazing, especially Enss Mitchell, purveyor of the Comedy Union for believing in the NWA and providing valuable insight to achieve our goals for all demographics. Also, special thanks to Cheri Sicard for volunteering, as well as Kandice Hawes (OCNORML) for attending with friends.</p>
<p>It’s really quite difficult to summarize the trip into words but Melissa Sanchez was able to really encapsulate the energy of what we experienced during our whirlwind tour. She explained that, “from the people of Humboldt &#8211; people with so much heart living in the beautiful old forest &#8211; to the people of San Francisco who are dedicated to the never-ending work of politics and activism to Los Angeles where we were reaching out to a community who knows all about the real impact of the war on drugs, it was inspirational journey. Our movement is large and encompasses people who are not yet active in it: People whose families are affected by the drug war in Latin America, mothers who are patients but can&#8217;t speak out because they are afraid of the state taking their children, seniors who are fed up with taking medicine that may end up hurting them instead of healing them, and many others. The NORML Women’s Alliance is here to help bring more people into the movement. The more diverse and broad our movement, the sooner we will see significant change.”</p>

<p>DENVER (Nov. 29, 2011) – A groundbreaking new study shows that laws legalizing medical marijuana have resulted in a nearly nine percent drop in traffic deaths and a five percent reduction in beer sales.</p>
<p>&#8220;Our research suggests that the legalization of medical marijuana reduces traffic fatalities through reducing alcohol consumption by young adults,&#8221; said Daniel Rees, professor of economics at the University of Colorado Denver who co-authored the study with D. Mark Anderson, assistant professor of economics at Montana State University.</p>
<p>The researchers collected data from a variety of sources including the National Survey on Drug Use and Health, the Behavioral Risk Factor Surveillance System, and the Fatality Analysis Reporting System.</p>
<p>The study is the first to examine the relationship between the legalization of medical marijuana and traffic deaths.</p>
<p>&#8220;We were astounded by how little is known about the effects of legalizing medical marijuana,&#8221; Rees said. &#8220;We looked into traffic fatalities because there is good data, and the data allow us to test whether alcohol was a factor.&#8221;</p>
<p>Anderson noted that traffic deaths are significant from a policy standpoint.</p>
<p>&#8220;Traffic fatalities are an important outcome from a policy perspective because they represent the leading cause of death among Americans ages five to 34,&#8221; he said.</p>
<p>The economists analyzed traffic fatalities nationwide, including the 13 states that legalized medical marijuana between 1990 and 2009. In those states, they found evidence that alcohol consumption by 20- through 29-year-olds went down, resulting in fewer deaths on the road.</p>
<p>The economists noted that simulator studies conducted by previous researchers suggest that drivers under the influence of alcohol tend to underestimate how badly their skills are impaired. They drive faster and take more risks. In contrast, these studies show that drivers under the influence of marijuana tend to avoid risks. However, Rees and Anderson cautioned that legalization of medical marijuana may result in fewer traffic deaths because it&#8217;s typically used in private, while alcohol is often consumed at bars and restaurants.</p>
<p>&#8220;I think this is a very timely study given all the medical marijuana laws being passed or under consideration,&#8221; Anderson said. &#8220;These policies have not been research-based thus far and our research shows some of the social effects of these laws. Our results suggest a direct link between marijuana and alcohol consumption.&#8221;</p>
<p>The study also examined marijuana use in three states that legalized medical marijuana in the mid-2000s, Montana, Rhode Island, and Vermont. Marijuana use by adults increased after legalization in Montana and Rhode Island, but not in Vermont. There was no evidence that marijuana use by minors increased.</p>
<p>&#8230;</p>
<p>&#8220;Although we make no policy recommendations, it certainly appears as though medical marijuana laws are making our highways safer,&#8221; Rees said.</p>

<p>So, it seems those prohibitionist claims about high bus drivers crashing into buildings and stoned motorists wrecking havoc on our highways now slip even further into the realm of fantasy. Though perhaps that 5% reduction in alcohol consumption explains why the California Beer and Beverage Distributors Association found it necessary to <a href="http://blog.norml.org/2010/09/16/big-alcohol-backs-no-on-prop-19-campaign/">contribute</a> $10,000 last year to oppose Proposition 19.</p>

<p><strong><em>Why did you get involved with the marijuana reform movement?</em></strong></p>
<p><strong>Melissa</strong>: As a Mexican-American, I was motivated to join the marijuana reform movement because marijuana prohibition in this country stemmed from racism, with enforcement policies disproportionately affecting minority communities. My family and friends in Mexico live with fear of violence because of our drug policies. I had to get involved!</p>
<p><em><strong>What is your Little Sister like? What has she voiced as being important for her to get out of Sister-to-Sister?</strong></em></p>
<p><strong>Kyndra</strong>: Melissa is a very smart and beautiful human being.  When we first met, she was looking for someone in the movement to reach back and help her become a more informed activist.  She told me that prior to signing up for Sister-to-Sister she was having difficulty finding someone that would be willing to take the time to talk to her. Melissa never ceases to amaze me with her many professional skills and gifts. We seem to really balance each other out.  The experiences that I may not have &#8211; she has had &#8211; and vice versa.  I am a firm believer that the personal is political.  To that end, she has had a lifetime of experiences that led to her activism.</p>
<p><strong>What kinds of activities are you planning on doing with your Sister?</strong></p>
<p><strong>Melissa</strong>: We have a tardeada, an afternoon party, planned for women in the movement in Fresno. At the High Times Cannabis Cup in June, we noticed that many women who were coming up to the NORML Women&#8217;s Alliance booth were from the Fresno area. Coincidentally, Fresno County passed a ridiculous anti-medical marijuana ordinance right before our event, so we expect a lot of people to come out and become activists.</p>
<p><strong>Kyndra</strong>: During 2012 we will be expanding to other states within the western region.  Our goal is to educate as many people as possible about drug policy reform.<br />
<strong><br />
Why do you ladies think Sister-to-Sister is so important?</strong></p>
<p><strong>Kyndra</strong>: If I had to isolate one aspect of the program that is most significant, it would have to be the creation of a social network among women. It has helped decrease the levels of loneliness and isolation that some women feel as they fight to end marijuana prohibition.<br />
Melissa: Exactly. It helps create and bring together informed, thoughtful and enthusiastic women activists. I have met some incredible women as a result of my participation in the program. We then all go on to talk about Sister-to-Sister, or the NORML Women&#8217;s Alliance to other women, and more of us join. The excitement is contagious. We know we can foster significant change.</p>
<p><strong>What advice would you give to women just getting involved in the marijuana reform movement?</strong></p>
<p><strong>Kyndra: </strong>The best advice that I can give is to <a href="http://norml.org/index.cfm?Group_ID=8553">sign up</a> for Sister-to-Sistah!</p>

In an attempt to answer this question, the <a href="http://www.norml.org/women" target="_blank">NORML Women’s Alliance</a> is conducting the following <a href="https://docs.google.com/spreadsheet/viewform?hl=en_US&amp;formkey=dFJ3MG1CVFhRemhxTXNZamM1eVpiekE6MQ#gid=0">poll</a>. By conducting this and similar polls and by analyzing the results, NORML hopes to find ways to better target women with more persuasive messaging as we seek to close the existing gender gap and continue to move public support in favor of ending marijuana prohibition.</p>
